An ambitious federal program that improves the lives of low-income communities has reached an auspicious milestone: 2024 marks the 50th anniversary of creating the Community Development Block Grant (CDBG) program.
Goals of the program
The CDBG’s goal since 1974 has been to provide funds for housing, plumbing and sewer systems, educational centers, and other infrastructure that improve the quality of life for residents of low- and moderate-income communities. It makes grants in cities of 50,000 or more and in counties with 200,000 or more residents. The CDBG program has helped to provide quality, low-cost housing and prevent urban blight.
CDBP also funds disaster relief projects, such as building an early childhood educational center in a tornado-ravaged city.

Examples of residents in CDBP beneficiary communities who often live with low to moderate incomes are:
- The elderly.
- The homeless.
- Battered spouses.
- Abused children.
- The handicapped.
- Migrant workers.
